Background:
Cyber Hooves has a story that he'll mention to anypony interested about how he grew up in San Frantello with his sister Violet Star. Leading a relatively good life, the two both specialized in brains over brawn, focusing respectively on electro-mechanics and magic.
You see, Cyber comes from a family predominantly of unicorns. As a result of that, from a young age he developed a resentment for those with horns. Watching his family complete tasks with the aid of magic, and his sister's own emerging talents put Cy into a slight depressive spiral. He spent most of his free time in those early days alone in his room, tinkering with toys and mechanical devices, struggling and desperately trying to match the manipulation skills of those who could simply use levitation.
Once he'd grown up a little though, Cyber became aware of a growing suburb outside his home city. There, it was said, there was a type of magic that was available to everypony. This new type of magic was called "electronics." A manipulation of energy similar to that of a lightning bolt. The concept fascinated Cyber, and became his main focus in life, to learn about this field. With a sharp mind that loved to problem solve, he quickly fell into the thick of things and onto the cutting edge of electronic technology.
The problem was though, even with his brain, the complex assembly of micro circuits was often too delicate a task for earth pony hooves, and even some of the tools developed. Somepony needed to come up with a way for earth ponies to manipulate the world around them with ease... and then it hit him. He would be that pony!
Several years, and two grants later, Cyber emerged from his laboratory, his front legs clad in strange, silvery metal gauntlets. At first, there was confusion. How were they meant to help in anyway? Wasn't that just some new type of armor? It was then, he began his technical demonstration. The gauntlets could have any number of precision tools attached to them, and then lock up in position, so the tool could do the work. Incredibly, this all seemed to work by the user's thought processes. How the link had been established was later revealed as a cross study between Cyber and another pony working on remote electronic control signals, integrating a spell, engraved into arcane circuitry, to allow a pony to communicate with the attached device. However, the power requirements were so high, that at range the system broke down, or drained the batteries it was using to run.
Cyber's demo wasn't all smiles and awe though. At one point, the gauntlets powered down suddenly, and froze in place. A lab assistant had to change the power packs for the demo to continue, which was embarrassing to say the least. Still, the concept worked. It needed fine tuning, and still relied slightly on magic, but it was a step in the right direction. Silicon Filly was loaded with possibilities, and Cyber went about trying to find as many applications for this technology as possible; A quest he continues to this day, though far from the hustle and bustle of the suburb itself.
Personality:
Cyber is a friendly pony with the ponies he knows, but can take time to open up. He works best if he's approached by other ponies for conversation, rarely able to find the right thing to say if it's him who has to do the opening questions. If you express an interest in him, he'll more than reciprocate, proving to be a friendly and dependable pony. While he's not exactly quick to excite, certain things do get him buzzing. New tech is one, but that he's mostly got covered. But news of friends and happy developments always get him grinning like a foal. Hugs are almost mandatory once you get to know him, and it's amazing how delicate a pony can be with hooves of metal.
A downside of this pony is that he is rather like Applejack in his stubbornness. Offering to help him with magic is almost a slap in the face. He sees his devices and technology as all the help he needs, and seems to consider that asking for aid makes him seem weak. This will typically get him rilled up. He also has a habit of drifting off into design ideas, and running off without word or warning to get them down in permanent form.
In general though, a thoughtful and helpful pony, who will always lend a hoof wherever it's needed.
What he actually does:
Cyber Hooves has a habit of keeping himself to himself these days, helping in and around Ponyville where he can, generally with machinery related tasks, the construction industry, and more recently maintaining the railway network. There to assist him is a small force of various sized and shaped robots, for a lack of a better word. Most have tracks or wheels and various tools or actuating arms for performing certain tasks. All are semi autonomous, controlled it would seem by a heavy piece of headgear that Cy wears when controlling them. Left to their own devices, they continue with the last assigned task, until it is obvious that it has been completed, before going into standby mode.
He spends a lot of his spare time out in Ponyville sidings in his mobile home made from two rather luxury coaches, tinkering with his mechanical helpers and writing letters to friends and colleagues back home, working out new ways to combine technology together for an advanced purpose.
As part of his general attitude, he's extremely generous with bits, nearly always offering to pay tabs, or pick up bills. While he wouldn't seem to have that great an income, he always has enough for what he needs.
